William Henry Weeks
William Henry Weeks, 98, of Fort Smith died Wednesday, February 9, 2005 in his home. He retired as the Chief, Engineering and Manufacturing Division, flight standards service, of the Federal Aviation Agency. Mr. Weeks was responsible for the development and management of the Federal Aviation Regulations pertaining to type, production, and original airworthiness certification of manufacturers" civil aircraft as well as approval of design and manufacturing facilities for replacement or modification parts for installation on type certificated products and modifications needed to convert surplus military aircraft to civilian use. He had over 35 years of experience in the aircraft industry and Government service primarily in the development of and compliance with airworthiness standards.
Mr. Weeks joined the Bureau of Air Commerce, a predecessor agency to the CAA/FAA, as an aeronautical engineer in 1937. After a short tour of duty in Washington, D.C., he went to the Kansas City office of the CAA for 16 years, rising to the position of Chief, Engineering Branch. In 1953, he was transferred to the Washington Headquarter as Chief of the now Engineering and Manufacturing Division. His career in Federal Aviation has spanned an era of great technological advances from the small piston-powered private and transport aircraft through the development of large turbine-powered transports, jet executive aircraft, and to the advent of supersonic transports.
Mr. Weeks graduated from the University of Missouri in 1928 with an A.B. in Physics and Mathematics and received a B.S. in Aeronautical Engineering from the Massachusetts Institute of Technology in 1931. He began his professional engineering career with TWA and prior to entering Federal Service, he was President of Stevenson-Weeks Air Services, Inc., He holds his Pilot and Mechanic Certificates.

They cited Week's career as extending from the "stick and wire" days of the days of the 30?s to the super-sonic era. His boss, Flight Standards Service Director Clifford Walker, said "Henry has kept in imaginative touch with the changing complexity of aviation by dealing with the concrete issues of technology. He speaks without hesitation because he thoroughly knows his business, yet he maintains an open mind and consistent objectivity." He received perhaps his most meaningful accolades from George Moore, Deputy Associate Administrator for Programs when he said "As a pilot, an engineer and an executive, Henry Weeks has a remarkable feel for how aviation moves. His aeronautical baptism came at a time when aviation, too, was in its infancy. In large part, aviation has matured to its present level of safety and reliability because of his single-minded concern for the people aviation serves."
