Robert E. "Gene" Fowler
4/2/1941 - 2/16/2005
Born and raised in Auburn, CA. Son of Malcolm and Lucille Fowler. Attended E.V. Cain and graduate of Placer High Class of 1959. Served in the U.S. Army, 1960-1962, and Alaska National Guard, 1973-1975. Married Jery-Lyn (Nissen) in 1961. Member of the Auburn Elks Lodge for 26 years; National Rifle Association; Amateur Trapshooting Association; ECV (E. Clampus Vitas) lifetime member, Civil Service. Devoted NASCAR fan; amateur stockcar driver. Devoted his life to the field of aviation and aeronautical technology and safety. Awarded 1973 Mechanic of the Year by the FAA in the State of Nevada for aviation safety. Graduated from Northrup University Class of 1965, No. 1 out of 75, and upon completion took over as instructor of the Welding Division. He received factory training and certification from Cessna; Bell Helicopters; Beechcraft; Sikorsky Helicopter; Allison engines; Pratt and Whitney engines; Piper Hughes; Continental and Lycoming engines; Boeing; and Douglas. He worked for Joe Chevreaux of Auburn; ASI of Reno; Air Logistics of Alaska; ERA Helicopters of Alaska; Empire Aviation of Trucker; Tahoe/Truckee Airport District; Aviation Inspector for LAFSDO; SEA-FSDO; and manager of airworthiness program at Dulles International. He culminated a career in aeronautical and aviation field safety by joining the FAA as National Program Manager for Suspected Unapproved Parts, developing an emergency notification system for unapproved parts. Bringing together a proactive group of experts and using teamwork in coordinating the exchange of information between the ACS, FAA Security, DOT/OIG, US Customs, and The FBI; the recommendations that were developed during the evolution of this program continue to positively impact flight safety of both the U.S. and foreign aviation industry. As project manager, responsible for the Airworthiness Inspector's Handbook. He was instrumental in the coordination of both team and field inspectors who analyze aviation practice and information so as to ensure new developments, technological advancements, and industry trends are delivered to the attention of the division within flight standards service, so new and upgraded national policies can be established and passed for application in the FAA Academy and instruction curriculum. He was the program manager of the Aging Aircraft Corrosion Control Seminars, as well as part D & E of Automated Specifications Operations. He was proud to be a part of the FAA branch division of Field Safety. The respect and admiration he had for his associates and co-workers in the field inspired him to set and attain higher standards for himself and others of this division and he considered himself fortunate to be a contributing part of it. As our father he showed us that whatever you decide to do, get the education you need to truly know it, the drive to take action, the mindset to focus, the self-control to apply it, and the willingness to bust your ass working for it; you will not only do it but do it well. One of the only bets I've known him to lose is one I hope those that knew him will recognize, the devotion of time and energy to the other things he loved in his life. Children grow, people move, accidents happen - tomorrow is sometimes too late, sometimes you can't go back, and sometimes while waiting to decide the decision is made for you. He bet on the most elusive commodity we have available to us, his time. Survived by his brother Joel Fowler, his sister Barbara (Fowler) Deal, and his daughters Terri Lyn and Cheril Lyn. And leaving behind the years he tried to set aside to enjoy the fruits of his labors, the long awaited big boy toys, the time to spend with the ones you missed time with, the tractor shows, and the races. The world is duller without your light and your twisted sense of humor, but we will remember and you will be missed. Graveside service is 10 AM Saturday, April 2 at New Auburn Cemetery, Collins Road. Friends and family get-together at Auburn Trap Club, 11 AM, Lorenson Road. All are welcome.
