William O. Marvel, 74
SALISBURY, Md. - William O. Marvel of Salisbury died Monday, March 10, 2003, in his home under the loving care of his wife and children. He was 74.
Mr. Marvel was born in Dagsboro, Del., son of the late John R. and Elsie M. Marvel.
He is survived by his wife of 54 years, Helen; three daughters and sons-in-law, Judy and Mac Long of Delmar, Del., Sue and Terry Mcbride of Salisbury, and Linda and Don Byler of Laurel, Del.; two sons and a daughter-in-law, Bill and Lisa Marvel of Delmar, Md., and Patrick Marvel of Salisbury; 11 grandchildren; and a great-grandchild.
Services will be at 1 p.m. Saturday in the chapel of Melson Funeral Services, Thatcher Street, Frankford, where friends may call one hour earlier. The Rev. Danny Linton will officiate.
Burial will be in New Hope Cemetery, Willards, Md.

William Monroe McFarland, 76
HARTLY - William Monroe McFarland of Hartly died Monday, March 10, 2003, in Glenns, Va. He was 76.
Mr. McFarland was born May 15, 1926, in Malvern, Pa., son of the late Finley E. McFarland and Gertrude Pawn McFarland.
He served in the U.S. Navy during World War II and worked as an ammunition inspector in civil service at Dover Air Force Base for 27 years.
Mr. McFarland was a member of Hartly United Methodist Church. He was a life member and past president of the Hartly Volunteer Fire and Rescue Co. and past vice commander the Veterans of Foreign Wars Post 8801, Clayton. And for many years, he was an adult leader, den dad, Scout master, explorer adviser and Mid-Del commissioner for the Boy Scouts. He also received the Silver Beaver Award.
He is survived by his wife of 56 years, Dora Alice McFarland; a son and daughter-in-law, William W. and Jean McFarland of Gettysburg, Pa.; a daughter, Kathy Machen and her fiance, David "Tex" Mitchell, of Glenns; a sister and brother-in-law, Virginia and Charles Short of Leipsic; a sister-in-law, Minnie McFarland of Gloucester, Va.; eight grandchildren, Jennifer and Joe Forbes, Timothy McFarland, William and Amilia Machen, Misty and John Price and Sunday Mitchell; and four great-grandchildren, Kimberly Price, and Marie, Megan and Stephen Forbes.
Friends may call from 7 to 9 tonight at Torbert Funeral Chapel, 61 S. Bradford St., Dover.
Funeral services will be at 2 p.m. Friday at the funeral home.
Burial will be in Hartly Methodist Church Cemetery.
Instead of flowers, contributions may be made to Hartly Volunteer Fire Co., P.O. Box 28, Hartly, DE 19953.

Barbara Joan McGuigan, 66
LONG NECK - Barbara Joan McGuigan of Long Neck, and formerly of Philadelphia, died Monday, March 10, 2003, in Beebe Medical Center, Lewes. She was 66.
She was a homemaker.
Mrs. McGuigan was a member of Mary, Mother of Peace, Catholic Church, Oak Orchard.
She was preceded in death by two sons, Michael and Timothy.
She is survived by her husband of 44 years, Joseph A. McGuigan; two sons and a daughter-in-law, Joseph and Lisa McGuigan, and Dennis McGuigan; four grandchildren, Michael, Sean, Caitlin and Melissa; and a brother, James Figaniak.
Friends may call from 9 to 10 a.m. Friday at the Long Neck chapel of Melson Funeral Services, Long Neck Road.
Mass of Christian burial will be at 11 a.m. Friday at Mary, Mother of Peace, Catholic Church, Del. 24, Oak Orchard.

Charles I. Melvin, 63
HARRINGTON - Charles I. Melvin of Harrington died Tuesday, March 11, 2003, at The Memorial Hospital at Easton (Md.). He was 63.
Mr. Melvin was born in Harrington, son of Mable Melvin and the late John Irvin Melvin.
He was a mechanic and maintenance man who could fix anything and wasn't afraid to tackle a task that he didn't know anything about.
He loved to fish. He was a very loving and caring husband, father and son. He loved spoiling his grandchildren. He will be sadly missed by all who knew him.
Mr. Melvin was a member of Eagles Nest-East Church, where he served as an usher and greeter. He also held a Bible study group Sunday nights at the Heritage Manor Community Center.
In addition to his mother, he is survived by his wife of 17 years, B. "Marie" Melvin; three daughters and a son-in-law, Donna and Rex Jackson of Milford, Barbara Blevins of Felton and Sandy McGee of Hurlock, Md.; three sons, Michael and George A. Willey, both of Milton, and Steven Willey of Millsboro; eight grandchildren, Jason Blevins of Felton, Kristen, Tony, Michael Jr. and Chris Willey, Kimberly and John Paul McGee, and Wendy Bradley; and four great-grandchildren.
Services will be at 1 p.m. Saturday at Melvin Funeral Home, 15522 S. DuPont Highway, Harrington, where friends may call one hour earlier. Pastor Rick Betts will officiate.
Burial will be in Hopkins Cemetery, Felton.

James F. 'Jimmie' Sipple, 69
LEIPSIC - James F. "Jimmie" Sipple of Leipsic died Monday, March 10, 2003, at Bayhealth-Kent General Hospital, Dover. He was 69.
Mr. Sipple was born Feb. 21, 1934, in Felton, son of Mildred Sapp Sipple and the late Frank Sipple.
He worked for the Atlantic & Pacific Tea Co., as assistant manager in the Dover A&P, then moved to the Smyrna Super Fresh where he worked as dairy manager and in receiving, retiring in 1995 after 46 years with the company.
Mr. Sipple was a life member of the Leipsic Volunteer Fire Co., with 53 years of service, holding the offices of chief, president, and at the time of his death, treasurer. Jimmie was an instructor at the fire school when it was in Camden-Wyoming. He served on a committee of three to form the Delaware State Fire School that exists today. He also was active in the Recruitment and Retention Committee. He was a member of the FOP Lodge, the District 14/28 Democrat Club and the Smyrna-Clayton 4th of July Committee. He was a loving husband, father and grandfather. Additionally, he was a member of Roby United Methodist Church, Leipsic; the Delaware Agricultural Museum and Village, Dover; and the Modern Maturity Center, Dover.
In addition to his father, he was preceded in death by a daughter, Carol Ann Sipple; and a brother, William H. Sipple.
In addition to his mother, he is survived by his wife of 42 years, Mona Ann Sipple; a daughter and son-in-law, Jo Anne and Sam Boots of Leipsic; a granddaughter, Samantha Jo Boots of Leipsic; a grandson, Quintin James Boots of Leipsic; a sister and brother-in-law, Nancy and Ken Bishop of Clemmons, N.C.; and several nieces and nephews.
Funeral services will be at noon Saturday at the Leipsic Volunteer Fire Co., where friends may call one hour earlier.
Burial will follow in Barratt's Chapel Cemetery, Frederica.
Instead of flowers, the family requests memorial contributions to the Leipsic Volunteer Fire Co., P.O. Box 131, Dover, DE 19903; or to Roby United Methodist Church, c/o Connie Luff, 957 Dyke Branch Road, Dover DE 19901.

Harold E. Weber, 64
DOVER - Harold E. Weber of Dover died Tuesday, March 11, 2003, at Bayhealth-Kent General Hospital, Dover. He was 64.
Mr. Weber was born Aug. 25, 1938, in Upland, Pa., son of the late Earl Weber and Marie Williams Weber.
He was an electrician for Lou's Electric, Burlington, N.J. He moved to Dover in 1975 to join the Justin Fiberglass Co., Georgetown. He became the vice president of manufacturing and retired in 2000 after 24 years.
He enjoyed deep-sea fishing and his grandchildren.
Mr. Weber is survived by his wife of 43 years, Doreen Schwed Weber; two sons and daughters-in-law, Glenn A. and Yvonne Weber of Roseburg, Ore., and Keith and Amy Weber of Dover; four grandchildren, Jason and Julian Weber, both of Oregon, and Keely and Lance Weber, both of Dover.
Services will be private.
Instead of flowers the family suggests contributions to a favorite charity.

Tracy R. Walters IV, 32
SMYRNA - Tracy R. Walters IV of Smyrna died Tuesday, March 11, 2003, at Bayhealth-Kent General Hospital, Dover. He was 32.
Mr. Walters was born March 4, 1971, in Dover, son of Tracy R. Walters III and Betty Lou Windsor Diaz.
He was an account manager for RentWay.
He loved music and fishing. He enjoyed taking architectural classes at Delaware Technical & Community College. He also loved being with his daughter and family.
In addition to his parents, he is survived by his wife, Ruth Ann of Dover; his stepfather, Jay Diaz of Smyrna; his parental grandmother, Margaret Walters of Dover; a daughter, Kimberlee Anne Walters of Harbeson; two stepchildren, Anthony and Becca Huling, both of Harbeson; a special friend, Michele Huling; a brother, Jason Luff of Dover; and a sister, Carol Walters of Ridley Park, Pa.
Memorial services will be at 2:30 p.m. Saturday at Torbert Funeral Chapel, 1145 East Lebanon Road, Dover.
Burial will be in Lakeside Cemetery, Dover.
Instead of flowers, the family suggests contributions to American Diabetes Association, Community Service Building, 100 W. 10th St., Suite 1002, Wilmington, DE 19801.

Margaret B. 'Peggy' Williams, 85
LEWES - Margaret B. "Peggy" Williams of Lewes died of natural causes Tuesday, March 11, 2003, at Beebe Medical Center, Lewes. She was 85.
Mrs. Williams was born June 23, 1917, in Lewes, daughter of the late Dr. James Beebe and Elsie Kirkland Beebe.
She was a devoted wife, mother, sister and grandmother, and was well respected in the community.
She is survived by her husband of 62 years, Ralph F. Williams Jr.; a daughter and son-in-law, Jane and Robert Carroll of Thornton, Pa.; a son and daughter-in-law, Ralph F. Williams III and Bonnie Williams of Lewes; two sisters, Elsie Swezey and Jean B. Ingram, both of Lewes; two brothers, Dr. James Beebe Jr. of Rehoboth Beach and Alan Beebe of Windsor, Conn.; a sister-in-law, Amy Beebe of Malvern, Pa.; two granddaughters and two grandsons-in-law, Susan and Robert Ricciuti of Thornton and Joanna and James Sebald of Kennett Square, Pa.; four grandsons and a granddaughter-in-law, John R. and Heather Carroll of Drexel Hill, Pa., Bryan Williams of San Francisco, as well as Bryan's fiancee, Lauren Truitt, of Bethany Beach, Andrew Williams of Lewes and Brett Williams of Durham, N.C.; a great-grandson, Rudy Ricciuti of Thornton; and a great-granddaughter, Kate Ricciuti of Thornton.
Memorial services will be at 1:30 p.m. Sunday at Parsell Funeral Homes and Crematorium, Atkins-Lodge Chapel, Lewes, where friends may call one hour earlier.
Burial will be private.
