JAMES SHINYASU YAMAKAWA, 85, of Wahiawa, died Nov. 16, 1999. Born in Makaweli, Kauai. Retired as a highway maintenance man with the state Department of Transportation. DR. EDWARD W. COLBY, 85, of Port Charlotte, Fla., died Nov. 22, 1999. Former head of the Hawaii Health Facilities Planning Council. administrator of state Department of Health and associate medical director of the Rehabilitation Hospital of the Pacific. Also an adjunct professor at the University of Hawaii medical school. Survived by daughter, Carolyn Hori; son, Donald; granddaughter, Lisa Hammes.
