October 02, 1997
Frederic J. Rupp, a journalist and Democratic Party public relations man who later served nearly two decades as postmaster of Sacramento, has died at age 81. Mr. Rupp, who had been suffering from a kidney ailment, died Saturday of pneumonia, said his daughter, Shirley Rupp. Though he lacked experience, his nomination for the postmaster's job in 1968 by Rep. John E. Moss survived a firestorm of criticism that he was unqualified and that another candidate outscored him on a written exam. In an editorial, The Sacramento Bee declared that the nomination "smacks of rank politics." Nonetheless, he was appointed by President Lyndon B. Johnson to succeed Kenneth Hammacker as postmaster, and the appointment was routinely approved by the U.S. Senate. Mr. Rupp, whose supporters wielded political clout, had no illusions about how he became postmaster, which in those days was a political patronage job. He knew experience was not a prerequisite -- that career employees ran day-to-day operations at the post office. "I'm one of the last of the political appointees," he replied when a reporter asked him to describe himself in 1985. When he retired in late 1985, the U.S. Postal Service replaced him with Arthur Montoya, who came up through the ranks and was a graduate of its executive training program. Mr. Rupp had worked as a reporter for several newspapers and the now-defunct International News Service (INS) before leaving journalism in 1958 to work on the campaign staff of Edmund G. "Pat" Brown Sr., who was elected governor that year. "Fred was a good guy," said one of his old friends, Tom Arden, a retired Bee reporter. "And he had a good sense of humor." As a reporter covering the state Capitol in the 1950s, Mr. Rupp was considered "a good newsman, sharp, enterprising, professional," recalled Jerry Harrell, a former Associated Press reporter who now is a public affairs officer for the U.S. Bureau of Reclamation. During Gov. Brown's two terms, Mr. Rupp worked as a lobbyist and publicist for the Department of Water Resources, leaving that agency after Ronald Reagan was elected governor in 1966. Born in Chicago, one of three children of Florence Larson and Floyd Rupp, he came West with his family while a youngster. He attended San Mateo Junior College and the University of California, Berkeley, where he graduated in 1939 with a bachelor's degree in English. He worked briefly for a Redding newspaper, before enlisting in the Army Air Corps. He was sent to the southwest Pacific, where he spent three years, mostly in personnel work. He was discharged as a captain in 1945 at what is now Beale Air Force Base. After the war, Mr. Rupp worked at several Northern California newspapers before becoming a Capitol reporter for INS. His first marriage, to Fran Rupp, ended in divorce. His second wife, the former Marie Zumwalt Rupp, with whom he had two children, died in 1966. His third wife, the former Bettie Richards Hamilton, whom he married in 1968, also preceded him in death. He is survived by a son, Tony Rupp of Santa Cruz; a daughter, Shirley Rupp of Sacramento; a brother, Bert Rupp of Castro Valley; and a sister, Betty Parsons of Berkeley. Three years ago he moved to Santa Cruz, where he spent much of his time with his girlfriend, Jane Brooks, his daughter said. There will be no services. Family members plan to scatter his ashes in the ocean off Santa Cruz, his daughter said. The Sacramento Bee, CA
