RABY, Wayne E.
age 88, of Knoxville, passed away early Thursday morning, July 29, 2004, at Parkwest Medical Center, surrounded by his nieces, nephews and cousins, who were his family. Raby attended Marietta Cumberland Presbyterian Church and was active in the Truck Stop Ministry of Union Cumberland Presbyterian Church. He was a retired captain from the Tennessee Highway Patrol with 34 years of service. After his retirement, he worked for the City of Knoxville in Risk Management. Raby was a “Yellow Dog Democrat” and assisted Frank Clement in his campaign for governor. Gov. Clement made his first campaign speech at the Democratic Fish Fry that was held annually at the home of W. H. Raby. Raby was a veteran of World War II serving with the U.S. Army in the Battle of the Aleutian Islands. He was preceded in death by his grandparents, Landon and Mary Newcomb Raby, Issac and Katherine Skinner Wheeler; parents, William and Adra Wheeler Raby; siblings and spouses, John and Willie Clabo Raby, Cliff and Lois Russell Raby, William Nelson and Norine Kelly Raby, Grace Raby Coker, Survivors include: wife of 55 years, Opal Prince Raby; brother-in-law, Fred Coker of Knoxville; nieces, Ruth Raby Ellis and Joyce Raby Hicks both of Florida, Carolyn Coker and Ann Coker Page, both of Knoxville; nephews, William Nelson Raby, Clifton Ronald Raby and Elliott Craig Raby all of Florida, John Edward Raby and Don Coker both of Knoxville; special friends, Evelyn and George Cooper, Carolyn and Max Brewer, Paul and Peggy Monger. The family received friends Friday in the Click Funeral Home Farragut Chapel. Funeral services followed with the Rev. Leonard Turner and the Rev. Randall Mayfield officiating. Family and friends gathered Saturday at Pleasant Forest Cemetery for graveside services with the Rev. Kelly Negus and the Rev. Shannon Walls officiating. Pall bearers included, Ronald Raby, Craig Raby, Don Coker, David Page, Christopher Page, Taylor Coker and Matthew Coker. Honorary pall bearers were nieces, nephews, cousins and members of the Saturday Morning Breakfast Club, all retired Tennessee State Troopers. Click Funeral Home Farragut Chapel, 11915 Kingston Pike, served the Raby family.

NEALE, Walter C. (Terry)
died Saturday, July 31, 2004, at his Sequoyah Hills home. Dr. Neale was professor emeritus of economics at the University of Tennessee. He was born in 1925 in New York City and served in the U.S. Navy from 1943 to 1946. After receiving his Bachelor of Arts degree from Princeton University in 1947, he received his master’s from Columbia University in 1948 and doctorate from the London School of Economics in 1953. Prior to joining the faculty at the University of Tennessee in 1968, he was an instructor in economics at Yale University, a research associate with the MIT India Project, a senior Fulbright lecturer at Panjab University in India, a Fulbright-Hays faculty research fellow in Lucknow, India, and professor of economics at the University of Texas at Austin. He is survived by his wife, Anne Mayhew; sister, Louise Greene of San Marcos, Texas; sons and partners, Jonathan Neale and Nancy Lindisfarne of Oxford, England, Peter Neale and Lucy Parker of Brighton, England, Douglas Brown and Cynthia Allin of Knoxville; daughters and partners, Caroline Chanock and Martin Chanock of Melbourne, Australia, Kathleen Brown and Emil Friberg Jr. of Washington, D.C.; ten grandchildren; and two great-grandchildren. He will also be remembered by many former colleagues and students. A gathering to celebrate will be held at a later date in Glencoe, Scotland, the place that he loved most. Contributions in Terry’s memory may be made to a humane society, the Glencoe Heritage Trust, 2131 Bay Rd., Sharon, MA 02067, or a charity of choice. Arrangements by Rose Mortuary Mann Heritage Chapel.

NEWCOMB, Billy Ray
age 47, of West Knoxville died Saturday, July 24, 2004, in Destin, Fla. He was a Methodist and the retired co-owner of Manufacturers Sales & Service of Knoxville. He is survived by his wife, Kim Sexton Newcomb; daughter, Shanda Harvey of Knoxville; sons, Dustin Hoskins of Knoxville and Brant Newcomb of Knoxville; grandson, Zane Harvey; parents, A.J. and Estalee Valentine Newcomb of Knoxville; brother and sister-in-law, Ron and Penny Newcomb of Thompson Station; mother-in-law, Wanda Sexton of Knoxville; sisters-in-law and brothers-in-law, Cheri and Randy Schneider of Coral Gables, Fla., Bob and Allison Sexton of Knoxville, Tanya and H. Greg McGeehon of Knoxville; and several nieces and nephews. A funeral service was held Wednesday at Rose Mortuary Mann Heritage Chapel with the Rev. Michael Sluder of St. Mark’s United Methodist Church officiating. Family and friends met at the main entrance to Highland Memorial Cemetery Thursday for an interment service. In lieu of flowers, memorials may be made to St. Jude Children’s Research Hospital, 501 St. Jude Place, Memphis, TN 38105-1905. The family received friends Wednesday at Rose Mortuary Mann Heritage Chapel.

MILLS, Adam Christopher
beloved son of Catherine Colleen Strickland, and adored brother of Melissa Christine Mills passed into eternity on July 16, 2004, in Knoxville. A native of Charleston, S.C., he was born on Nov. 8, 1978. Mills attended the First Assembly of God in Charleston, S.C. In addition to his mother and sister, he is survived by his paternal family in Asheville, N.C.; a maternal grandmother, Louise E. Strickland of Charleston; and extended family of aunts and uncles, Charles and Caroline Reynolds and family of Phoenix , Ariz., Joseph and Rosemary Cantali of N.Y., Greer and Kelly Horres and family of Houston, Texas, William and Lyn Strickland and family of Columbia; S.C., Mary Strickland of Beaufort, S.C., Andrew and Bonnie Hanson and family, Rocky and Christine Crawley and family, all of Charleston, S.C.; adopted family, Todd and Glenda Dykes of Knoxville. A memorial service was held Saturday at the Click Funeral Home Farragut Chapel with the Rev. John Arthur Orr presiding. He will be sorely missed by all of us. Adam, may you rest in peace with our Lord. Click Funeral Home Farragut Chapel, 11915 Kingston Pike, served the Mills family.

MILLER, Dr. Leonard Martin
age 67, of Knoxville, died Thursday, July 15, 2004, at St. Mary’s Medical Center. He was a member of Heska Amuna Synagogue and former chairman of the board. Dr. Miller was an associate member of the Knoxville Chapter Hadassah, the Knoxville Jewish Alliance and was on the Board of Directors and a former chairman of the board with the Knox Community Development Corporation. Miller was a member of B’na Brith and the treasurer of the Arnstein Jewish Community Center. He served on the board of the Jewish Children’s Regional Services in New Orleans, La. Miller was a proud graduate of the University of Tennessee where he received his doctorate in clinical psychology and was an avid UT sports fan. He received his Bachelor of Science degree from Tulane University and his master’s degree in psychology from Louisiana State University. He was also a member of the American Psychological Association. Miller was an avid golfer and an amateur nature photographer, who with his wife traveled extensively. He was preceded in death by his parents, Phillip and Naomi Miller. Miller is survived by his loving and caring wife, Elene (Lee) Beerman Miller; son, Seth Miller, daughters, Shelly Miller and Lissa Miller; brother and sister-in-law, Gene Miller and Sharyne Merritt; uncle, Michael Miller; mother-in-law, Gertrude Beerman; sisters-in-law, Robin Beerman and Adrian Leeds; sister and brother-in-law, Diana and Jack Gorlin; several nieces and nephews; and special friend “Buddy.” A funeral service was held Sunday, July 18, 2004, at Heska Amuna Synagogue with Rabbi Joseph Mendelsohn and Dr. Josh Gettinger officiating. Interment followed at New Jewish Cemetery. Pallbearers included: Irving Russotto, Jim Bean, Jack Gorlin, Larry Leibowitz, Douglas Weistein, Arnold Schwarzbart, Alan Merlin and Alfred Robinson. Honorary pallbearers included: Dick Zivi, Don Wittenberg, Mark Harris, Dr. Neil Feld, Dr. Fred Hurst, Dr. Michael Eisenstadt, Rich Kaplan, Steve Oberman, Jeff Weinstein, Greg Weinstein, Scott Dreyer and Gary Dreyer. The family would like to give a very special thanks to Dr. Bruce Avery and Dr. Fred Hurst and their staff for the care that Dr. Miller received during his illness. The family would also like to thank the staff of St. Mary’s Medical Center for their care in Dr. Miller’s illness. The family requests that in lieu of flowers, memorial donations may be made to the American Cancer Society East Region Office, 871 Weisgarber Road, Knoxville, TN 37909, or to Heska Amuna Synagogue, P.O. LIU, Sam
of Knoxville, passed away on July 24, 2004. Liu was the original founder of the Mandarin House Chinese restaurant in Knoxville. He is survived by his wife, Judy, and children, Connie and Kelly, all of Knoxville. The family received friends Thursday at Click Funeral Home Farragut Chapel with funeral services to be held at 7 p.m. with the Rev. Dae W. Park officiating. Family and friends met at Click Funeral Home Farragut Chapel Friday and processed to Oak Ridge Memorial Park for graveside services and interment. Click Funeral Home Farragut Chapel, 11915 Kingston Pike, served the family of Sam Liu.

CONLEY, Frank C. Esq.
retired Col, U.S. Army Reserves, age 88, of Farragut, died Tuesday, July 27, 2004, after a lengthy hospitalization. He was a member of St. John Neumann Catholic Church. Conley, one of four sons, was born and raised on a dairy farm in Belvidere, Ill. He was a fine student-athlete and following graduation from Belvidere High School, he accepted a full athletic scholarship to play baseball and football for the University of Illinois. After completing his undergraduate degree at Illinois in 1939, Conley was recruited to play first base for the Chicago White Sox organization, but ultimately chose to pursue a law degree at the University of Chicago. Following the outbreak of World War II, he interrupted his law school education to enlist in the U.S. Army. He completed Officer Candidate School and served as a tank destroyer battalion commander of the 633rd Tank Destroyer Battilion under Gen. George S. Patton. He saw battle in much of Central Europe, but lost his youngest brother at the Battle of the Bulge. At the conclusion of the war, Conley completed his law school education at the University of Wyoming, where he also was head coach of the varsity baseball team, winning the Western Athletic Championship. As an attorney, Conley served as law clerk to Judges Pickett and Hickey of the 10th Circuit Court of Appeals. He then served as the special assistant U.S. attorney for the District of Wyoming, where among other matters, he prosecuted a large west coast illegal gambling operation that sought a presence in Jackson Hole, Wyo. He then joined the Office of Chief Counsel, U.S. Treasury Department, serving under each president from (Dwight D.)Eisenhower to (James “Jimmy”) Carter as regional counsel to the commissioner, IRS and deputy general counsel to the U.S. Treasury. His headquarters were initially located in Denver, Colo., but ultimately moved to Chicago where he retired in 1978. In this role, Conley supervised hundreds of lawyers representing the government’s interest in tax litigation in the U.S. Tax Court and other federal and state court systems on a regional and national basis. He also served in the Judge Advocate General Corps., U.S. Army Active Reserve, where he held the rank of colonel. Conley is survived by his wife of 62 years, Alma Ford Conley; his children, Dean R. Conley, MD, David F. Conley, Esq. and Barbara C. Hopkins; grandchildren, Patrick, Catherine, Susannah, Lisa, Caroline, Megan, Andrew, Franklin II, Eric and Elizabeth. He is also survived by four great-grandchildren, many nieces and nephews and spouses and their families. He was blessed with a powerful physical presence and a military bearing, but at heart, he will be remembered as a warm and gentle man with an Irish twinkle in his eye who loved his family and his Lord to the very last of his days. A funeral mass was celebrated Saturday at St. John Neumann Catholic Church with the Rev. John Dowling officiating. Interment followed at Pleasant Forest Cemetery with full military honors presented by the Volunteer State Veterans’ Honor Guard. In lieu of flowers, the family requests that memorials be made to the University of Illinois, Baseball I fund, In memory of Frank Conley, 1305 West Green, Urbana, IL 61801. The family received friends Friday with a rosary service at Rose Mortuary Mann Heritage Chapel.
