He moved to Harlan County at a young age, driving cattle across the Virginia line at Holmes Mill when his father was looking for work in the logging business.

In his time with the board of education, he earned a reputation for his fiscal responsibility and commitment to his county.
'He was a board member you could go in and talk to like he was your dad or mom, ' said Rogers. 'And he always stuck with Harlan County ... if there was a job and there was a local person who could do it, they would get the job if they were qualified.'
