Luther C. "Buss" Shaffer Sr., 82, of Charleston died Saturday, May 9, 1998, at home after a short illness. He was a retired foreman from Appalachian Power Co. with 32 years of service, a lifelong resident of Kanawha County and a member of Parsons Chapel Christian Advent Church, where he was choir director. He was a recipient of Edison Electric Institute Award for Resuscitation. Surviving: son, Luther C. "Buss" Jr. of Charleston; daughter, Nancy Loyd of Felton, Del.; stepdaughter, Jane Dennie of St. Albans; four grandchildren; nine great-grandchildren. She was former owner/operator of Bridge Cafe and Country View Inn, a retired antique dealer from Lucille's Safari, Morgantown, and a Protestant. Surviving: husband, Dwight Oliver Starkey; granddaughter whom she raised, Timberley Lane Allman of Morgantown; great-niece, Sylvia Mae Smith of Charleston; four additional grandchildren; eight great-grandchildren. He was an Army veteran of World War II and an Episcopalian.
