James E. Cadue
(April 23, 1948 - May 14, 2015)

U.S. Veteran
James E. Cadue, 67, of Reeders, died Thursday afternoon, May 14, at Temple University Hospital in Philadelphia. He was the husband of Helen "Nell" (Bushnell) Cadue with whom he shared 40 years of marriage.

Born on April 23, 1948 in East Stroudsburg, he was a son of the late James and Pearl (Dailey) Cadue and was a lifetime resident of Monroe County. Jim was a 1967 graduate of Pocono Mountain High School and earned a B.A. in Political Science from American University in 1974. He was a United States Army veteran having served as Sergeant in the Armed Forces Police from 1968 to 1970.

In 1974 he became the first Director of Monroe County General Authority (now known as the Monroe County Municipal Waste Authority); in 1980 started working as a Congressional Aide in Washington, D.C. for Representative Musto; and in 1981 served as Tobyhanna Township Secretary. Jim won his first term as Monroe County Commissioner in 1983 and served as Democratic Chairman of the board for two terms from 1984 thru 1991. He served a total of five terms. He had a reputation for honesty and integrity, both locally and on the State and Federal levels, and was also known for willingness to meet controversy head on.

During his 8 years (2 terms) as Chairman, he saw the need to provide an adequate correctional facility to meet the County s growing corrections needs and by undertook a project to build a new state of the art direct supervision correctional facility in Hamilton Township. Under his leadership, the Board undertook a much needed county-wide reassessment project (1989) . He led the charge for the controversial reassessment project because he believed it was necessary to assure fair and equal taxation to all of Monroe County s residents. Under his direction, the Board brought the project to completion within budget and with no additional tax burden to the tax payers of the County by increasing the county millage for a 2-year period during the project, and then returning the millage to the pre-reassessment rate as he had promised the tax payers. Clean economic growth and development was a priority for Jim and during his 20 year term, he headed an effort to work with all 20 of the local municipalities, and a consultant hired by the County, to develop a plan to create building and development plans at the local level that were cohesive among all the municipalities. He lead the Board to purchase the U.S Senda property off of Route 196 in Mt. Pocono Borough and Coolbaugh township to be used as the first step in building an office park that could attract clean industry and provide better paying job opportunities for Monroe County residents. Jim loved the outdoors and it was his interest in preserving the Pocono s outdoor appeal that lead him to undertake the development of the Monroe County Conservation District Environmental Education Center on the Kettle Creek Property in 1991. In the interest of protecting the public during these changing times, Jim was also instrumental in the planning and construction of the Monroe County Public Safety Center in Snydersville in 1999. He received the Governor s Award For Local Government Excellence from Governor Mark Schweiker in April of 2002.

Even though his 8 years as Chairman were filled with many complex and controversial projects, he still found the time and energy to celebrate the County s heritage by creating a Monroe County Sesquicentennial Celebration committee who raised funds and organized the Monroe County Sesquicentennial Celebration that was held in 1986. He joined the Pennsylvania Game Commission on a project to tag bears in the County. He was fond of a photo from that journey that shows him holding 3 bear cubs uncovered in a den during that process. He also enjoyed participating in many of the parades throughout the County (i.e. Halloween parades, St. Patrick s Day, Veteran s Day) and it was not uncommon for him to be found riding horseback in these parades. He never needed any special encouragement to get that Harley out and ride throughout the County. He also served as a Pocono Raceway Ambassador for many years and was very proud of the personal relationships he had developed with many of the drivers including Richard Petty (another photo which he proudly displayed) .

During his 20 year term as County Commissioner he served on and chaired various committees of the County Commissioners Association of Pennsylvania and the National Association of Counties including; the Courts and Corrections Committee and Justice and Public Safety Steering Committee. He was a member and Past Master of Pocono Lodge #780 F&AM; and was also a member of the B.P.O. Elks, L.O.O. Moose, Monroe Royal Arch, NRA, American Legion, Wilson Fischer Post 413 American Legion, and Tobyhanna Conservation Association. He served as chairman of the VNA Hospice Golf Tournament for 29 years. He enjoyed hunting, skiing and riding motorcycles.

Jim was a loving and devoted husband and father. In addition to his wife, he is survived by a daughter, Alyssa Cadue of Philadelphia; a brother, John Cadue of New York, NY; several nieces and nephews; and his beloved dogs, Rosie and Bean. He was preceded in death by two sisters, Norma Tiberino and Isabelle Smith. His Commissioner office reflected his love of his family and friends and was always being reorganized to include new family photos of wonderful family vacations and activities.

Jim successfully worked with five boards of Commissioners, two of which were Democratic Majority Boards with fellow Democrat Tom Joyce and Republicans John Parker Sr., (1984-87) and Ed Katz (1988-91) . Even as a minority Commissioner for his last 12 years as County Commissioner, he was able to work successfully with the Republican majority boards to continue to facilitate county projects. He felt that the role of minority commissioner was just as important as the majority positions and didn t hesitate to voice his opinion for what he believed was action that needed to be taken that was in the best interest of the Monroe County residents that he represented. He was quoted as saying No one Commissioner ever gets anything done by himself. It s all about ideology, leadership, compassion and the need to commit to cooperation in government for a better tomorrow . It was very disturbing for him to see cooperation, and the willingness to work together to protect the interests of taxpayers that he was so proud of creating at the County level, fade at all levels of government during recent years.

Memorial services will begin at 11:00AM on Wednesday, May 20, at Pocono Community Church, 1050 Memorial Boulevard (off of Route 611), Tobyhanna, with Rev. Larry Mark officiating. Cremation is private and there will be no visitation. Burial will be at a later date at St. Paul's Cemetery in Swiftwater.

In lieu of flowers, the family is requesting that memorial remembrances be made to Kettle Creek Environmental Educational Center, 8050 Running Valley Road, Stroudsburg, PA 18360 or VNA Hospice of Monroe County, 502 VNA Road, East Stroudsburg, PA 18301.
